September 20, 2019 leadership of the Ukrainian Assembly of Doctors of Sciences in Public Administration and management of the Ukrainian Civil Defense Research Institute Kropivnitskiy Vitaliy Stanislavovich, Andrienko Mykola Vasylyovych, Shoiko Vasiliy Anatolievich, Zhukova Irina Vitaliyevna, Marusheva Olexandra Anatolievna and Lytvyn Natalya Mihailovna in absentia took part in the Baltic Symposium-Conference “Intellectual Economy, Management and Education”, that held in Vilnius, Lithuania, at Mykolas Romeris University.
The purpose of the event is to discuss fundamentally applied and methodological issues in the fields of public governance, economics, law, education, sociology, etc..

At the plenary session, the symposium-conference participants discussed the nature, prerequisites and features of the functioning of the intellectual property market. The main contradictions of the modern market of intellectual property were considered. It was noted that, today, the formation of market relations in the economy, in general, and at its innovation-intellectual level of development, in particular, requires strategic and innovative thinking and implementation of effective mechanisms to stimulate the sphere of intellectual activity to actively search for new scientific technical solutions.
After the plenary session the work of the conference was held in sections:

Section 2. MANAGEMENT, ECONOMY AND FINANCE;
Section 3. SERVICE AND ADMINISTRATION SCOPE;
Section 4. EDUCATION AND PEDAGOGY;
Section 5. LEGAL SYSTEMS AND INTERNATIONAL RELATIONS.
The sections covered the issues of ensuring the process of formation of social capital and the system of social partnership, which changes the nature of the functioning of economic relations, realizes the need for social responsibility, leads to transformation of the system of interests and motivations. They also discussed the fact that in Ukraine, with the implementation of administrative-territorial reform, there are many unresolved problems, starting with the legal nature and ending with organizational support, which determines the need for improvement of the legal and organizational support of the reform.
All the reports of the participants of the event differed originality, the reports were informative and interesting. Scientists have made considerable efforts to reveal the essence of their research.
